Leveraging Dedicated Pharmacists to Manage Pharmacy Benefits

Chris Williams, PharmD, AE-C Pharmacy Advocate, Manatee "YourChoice" Health Plan
Christopher K. Williams is currently the clinical pharmacist for the Manatee Your Choice Health Plan, the health plan for Manatee County Government employees. His title at the health plan is Pharmacy Advocate/Director of Pharmacy. As director of pharmacy his duties range from clinical review of patients, formulary management, pharmacoeconomic reviews of health plan spending, and clinical outreach programs including MTM. As Pharmacy Advocate, one of many health advocates, he assists in many of the other wellness programs offered by the county including weight management, smoking cessation, diabetes education, and mental health services. Prior to his position at Manatee County, Chris worked as a retail pharmacist for Sweetbay Supermarket and has also worked as a consultant to Florida Nutri Labs, a local supplement manufacturer.

Chris received his PharmD from the University of Florida. While in school he received the Kappa Epsilon Advisors Award as well as a scholarship from the Florida Strawberry Growers Association, a local organization in his home town of Plant City. Awards since graduation include the Next Generation Pharmacist-Rising Star of the Year Award (2010), as well as PharmacyToday’s One to One Patient Counseling Recognition (2011). Chris was also part of the Manatee Your Choice team that won a PBMI Rx Innovation Award.

Chris’ community involvement includes precepting students from local pharmacy schools (LECOM, University of Florida) as well as sitting on the Manatee Technical Institute Pharmacy Technician Advisory Committee.

Jane Walbrun Associate Director, Benefits, Duke University
Jane Walbrun is the Associate Director of Duke Benefits with responsibility for Duke University and Health System’s five self-insured plans; three HMOs, and two PPOs with an annual budget of $280 million. She has been watching over health care costs, monitoring compliance, and working with the wellness and disease management partners at Duke for over twenty years. Jane has also spoken at many national conferences on the innovative programs that have kept Duke’s healthcare trend well below local, regional and national trend for years.

In addition to enjoying daily feedback from Duke’s 65,000 healthcare consumers, Jane serves on the Blue Cross Blue Shield second level grievance panel, and was previously a member of the Blue Cross Medical Policy Advisory Committee and the Governor’s Committee on Flexible Benefits.

Jane has an undergraduate degree from the University of North Carolina at Chapel Hill, a master’s degree from North Carolina State University and works at Duke, so she is qualified to cheer any team with a winning record in any given year. She has also completed her Certified Employee Benefits Specialist designation.

Victoria Lee Jackson Carter, PharmD, BCACP Senior Clinical Account Executive, Express Scripts
Victoria L. Jackson is a Senior Clinical Account Executive for Express Scripts serving the Duke account for the past 5 years. In this role, she works with physician leadership and the Duke Benefits Office to create clinical initiatives related to cost savings, improved patient care, and increased patient safety. Additionally, she holds her board certification from the American College of Clinical Pharmacy in Ambulatory Care.

In previous roles, Victoria has worked as a clinician in a variety of pharmacotherapy clinics and as a lead clinical pharmacist reviewing patients with complex therapy regimens patients and providing medication therapy management reviews in a Medicaid population. Victoria has served on the education committee for the North Carolina Association of Pharmacists and is active in her local chapter of the Durham/Orange County Pharmacists Association.

Victoria graduated from the University of North Carolina at Chapel Hill with a degree in biology and a doctorate in pharmacy. Upon graduation, she completed a residency in ambulatory care with Mission Hospitals in Asheville, North Carolina. She has received the APHA Mortar in Pestle Professionalism Award from UNC-Chapel Hill. She continues to precept students from both UNC-Chapel Hill and Campbell Universities and serves as an Academy of Managed Care Pharmacists Diplomat.
